Shopping Cart Continue button should not process payment

When the parent is making a purchase from the Shopping Cart, the CONTINUE button should not be the button that processes the payment. The word CONTINUE implies there is another step to the process before confirming the payment. As you have it now, the parent selects the payment method and then hits CONTINUE which processes the payment. They are taken to a screen that has a SUBMIT PAYMENT button. What is the point of the SUBMIT PAYMENT button if the payment has already been processed? It doesn't actually do anything. This is a customer service issue affecting the parent experience. I anticipate a parent saying that they didn't mean to complete the payment and they wanted to change their mind, but it processed. Please change this!
